Job Description

The ILO, supported by SDC funding, is implementing a project of support to the National Time Bound Programme (NTBP) on the elimination of Child Labour in four districts of NWFP (District Peshawar, Nowsehra, Charsadda and Mardan)

The Project concentrates on the following focal areas:

· Strengthening of Child Labour Unit in the Ministry of Labour, GoNWFP;

· Development of Child Labour Monitoring & Referral System;

· Development of Provincial TBP /Operational Plans for Improving Child Labour Outcomes;

· Mobilizing Educators, Parents Teachers Association (PTA), Young People, Policy Makers, Law Enforcement Agencies, Trade Unions, and Employers Organizations and Associations;

· Provision of Social Services through Basic Education, Skills Training and Life Skills;

· Promoting Gender Equality through Gender Sensitivity Training;

· Promoting responsible parenthood and benefits of small family.

Under the overall authority of the Director of ILO Islamabad and the immediate supervision of Project Manager, the incumbent will be responsible for the following, in accordance with the approved project document of the project:

1. Provide programming support in the monitoring and implementation of country programmes and projects, taking into consideration programme development, operating difficulties and country objectives, strategies and partnership policies.

2. Participate in the formulation and negotiation of programmes. Screen regional and sub-regional project proposals and documents. Provide background information and inputs for the drafting of project outlines and documents.

3. Collaborate with technical specialists in drafting work plans and requesting and revising project budgets.

4. Maintain liaison with other field offices and technical specialists on the programming and procedural aspects related to technical cooperation, follow up on matters of urgency, coordinate with other concerned Multi Disciplinary Teams (MDTs) and headquarters departments, and respond to specific requests. May be required to undertake selected field visits.

5. Keep abreast of, and provide briefings on procedures and internal and external guidelines regarding project design and evaluation, programming and technical support services and activities. Examine proposals to ensure compliance with established procedures, compile comments and follow up on funding and selection.

6. Monitor the financial management of programmes and projects, analyze relevant resources and activities, and participate in the evaluation exercise. Ensure that programme decision minutes are issued and allocations provided are in accordance with the agreed terms of reference and approved budgets. Keep records of expenditures and allocations.

7. Participate in the preparation of implementation reports, medium-term plans and reports, and regional programme and budget proposals by drafting selected sections and preparing budget tables.

8. Establish and maintain relevant databases (e.g. programme of activities) and regularly disseminate information.

9. Review and analyze programme and project related documents and reports, maintain a reference system for these documents, and follow up on future programmes and actions.

10. Prepare briefing notes and reports related to programming functions and compile information and materials as required.

11. Provide guidance and supervise the work of lower level programme clerks.

12. Perform other related duties as required.

Required Skills

Education
University degree (B.A., B.SC.,) from a recognized university, preferably in a field related to the work of the organization.

Experience
- Minimum 7 years of experience in the field of Education & Training, Child Labour or other related fields.
- Experience in UN, International Organization and bilateral Organizations will be preferred.
- Female applicants with relevant experience in NWFP are encouraged to apply.

Languages
Excellent knowledge of English and good working knowledge of Pashto.

Competencies
Thorough knowledge of the purpose and functions of the technical programmes. Good knowledge of technical data and programme management skills for handling detailed assignments of a semi-professional nature. Thorough knowledge of programme planning, implementation and evaluation principles, practices and procedures. Ability to work with word processing and spreadsheet software, as well as computer software packages required for work. Good drafting skills, and demonstrated ability to prepare reports. Good analytical skills. Ability to communicate effectively both orally and in writing. Ability to work in a team and to work under pressure. Good organizational skills. Excellent time management skills. Supervisory skills and ability to motivate subordinate staff. Ability to work under minimum supervision. Demonstrated ability to work and communicate with people in a polite, courteous and cooperative manner. Must display high standards of ethical conduct. Must demonstrate a high level of commitment and responsibility towards completing assignments efficiently, accurately and in a timely manner.
