Job Description

 

  Organizational Context 

Amidst economic challenges (fragile economic growth, fiscal retrenchment and balance of payment difficulties), Pakistan social indicators have improved overtime. The country has made considerable progress in reducing poverty with those living below the national poverty line falling to 24.3 percent in 2015-16 from 50.4 percent in 2005-06. Similarly, multi-dimensional poverty has also declined (from 55.2 percent in 2004-05 to 38.8 percent in 2014-15). Pakistan has made considerable progress on improving nation-wide health indicators – in 2017-18, 69 percent of births were attended by skilled health personnel compared to only 19 percent in 1990-91. Similarly, neonatal mortality rate has also gone down to 42 percent in the same year from 54 percent in 2006-07. There are also challenges on social front, malnutrition is a big challenge, with stunting and wasting predominant amongst children. Around 43.7 percent of the children are stunted, while around one-third of the children under-five are underweight. Lack of access to quality education is one of the most formidable challenges in Pakistan. Within the education sector, around 22.64 million children in the age group of 5 to 16 are out of school. While Pakistan has progressed on the provision of water from improved sources and sanitation only 36 percent of the population have access to safely managed drinking services.

 

However, Pakistan need to be mindful of the challenges that lay on its path to development. Economic instability especially the declining economic growth rate and fiscal issues especially the growing budget/current account deficit, taxation issues etc. is curtailing government capacity to invest in social development. While Pakistan reported an economic growth rate of 5.8 percent in 2017-18, there are concerns that growth may slow down to 3.9 percent. With a tax to GDP ratio of 12.4 percent, the government revenue generation capacity is very low. Fiscal deficit is as high as 6.6 percent of GDP, and the government has accumulated public debt equivalent to 66.3 percent of GDP. Under these economic conditions the government was forced to reduce the size of development expenditures in Public Sector Development Programme (PSDP) by Rs. 1.6 trillion, last year. In this regard, while the government will be undertaking tax reforms to increase revenue base, opportunities for innovative financing needs to be explored to ensure that there are sufficient resources available for development expenditures. Similarly, public private partnerships need to be established and new business models be developed to engage private sector on social developed initiatives.

UNDP is implementing a Policy Support Programme to support UNDP’s role on influencing policy reform through technical and evidence based research on key areas of Pakistan’s development challenges. The project’s overall strategy is to provide technical support to the Government of Pakistan in bringing policy reforms and initiatives that promote sustained, inclusive and sustainable economic growth through, evidence based research and analysis, establishing Communities of Practice and Knowledge Networks, and bringing key issues to the fore front of policy discourse through cross-practice support in key thematic areas

 

UNDP is hiring an intern to support this work including undertaking research and analysis and supporting knowledge networks. The intern will be reporting to the Assistant Resident Representative / Chief of Development Policy Unit (DPU) and working with other members of DPU team. 

 

Functions / Key Results Expected

 

Summary of Key Functions:

 Provide research support on various issues related to Pakistan Urban Challenges; 

 Provide administrative programme support in key activities of project;

 Provide support on the development of relevant communications materials;

 Develop minutes of meetings and presentations;

 Contribute to creation of project information material;

 Provide support (logistical and technical) in the arrangement of workshops and consultative events; 

 Any other task assigned by the supervisor;

 The key results will have an impact on the quality of projects’ performance and success in implementation of broader strategies.

 Recruitment Qualifications

Education:

Currently enrolled in a Bachelor/Master’s Degree in urban & Regional Planning, International Relations, Political Science, Economics or related field; 

 

(a) Be enrolled in a Masters Degree programme;

OR

(b) Be enrolled in the final academic year of a Bachelor’s Degree; 

OR

(c) Have graduated with a university degree (Bachelors/Masters) and, if selected, must start the internship within one-year of graduation. 

Experience: Fresh 

Language Requirements: The candidate must be fluent in English and Urdu, having both written and speaking skills with ability to communicate clearly and concisely. 

Duration: 8-10 weeks 

Please Note: 

Candidates who get selected for internship at UNDP shall be required to provide the following prerequisite documents:

- Proof of medical insurance for the duration of the internship

- Letter from the candidate’s university confirming current enrollment and graduation date, if applicable; 

- Copy of the candidate’s transcript;

Note: A person who is the child or sibling of an UNDP staff member shall not be eligible to apply for an internship at UNDP.

 

Language Requirements:

 

Fluency in English and Urdu required.
