The efficient and effective technical, administrative and operational support provided to the development and implementation of C4D advocacy initiatives and products directly impact on the ability of UNICEF to promote social, political and economic action and changes in behaviors, social attitudes, beliefs and actions by communities, individuals and societies on childrens rights, survival and wellbeing. This in turn contributes to enhancing the ability of UNICEF to fulfill its mission to achieve sustainable, locally-owned and concrete results in improving the survival, development and well being of children in the country.

How can you make a difference?

The Communication for Development Officer (TA), under the general supervision of the Communication for Development Officer (FT) and in close collaboration with UNICEF, government, WHO PEI and other partner counterparts, is responsible for the design, implementation, monitoring and evaluation of a behavior change and social mobilization strategy in support of the Polio Eradication Initiative (PEI) and immunization objectives in Balochistan. Particular focus will be on ensuring that all high-risk Districts and Union Councils have communications plans in place which are based on the available epidemiological/surveillance data, campaign results and other data to improve vaccine acceptance and subsequently contributes to polio campaign efforts in reducing missed children towards achievement of Polio eradication in Pakistan. 

Summary of key functions and accountabilities

  • Support to the design, implementation, monitoring and evaluation of a behavior change and social mobilization strategy
  • Ensuring that all high-risk Districts and Union Councils have communications plans in place
  • Advocacy, networking and partnership building
  • Innovation, knowledge management and capacity building

The incumbent shall be responsible for the following main Duties and Responsibilities

  • Support development and facilitate implementation of evidence driven communication plans of action aiming at: (a) behaviour development/change at the individual/household levels; (b) social mobilization of civil society organizations; and (c) increased community participation in PEI programmes.
  • Collect, synthesize, draft and/or organize materials and related documentations for evidence-based C4D strategies and plans (as a component of the CO and/or UNDAF Programmes) to ensure optimum impact, scale and sustainability of achievements/results.
  • Support the C4D Officer (FT) in the development of the overall work plan for PEI activities, monitors compliance and provides support and guidance to ensure objectives are met. This includes performance planning, monitoring and appraisal.
  • Provides technical support to COMNet staff in high risk Districts, to ensure communication strategies are in place in the high-risk Districts and Union Councils. Plans must address appropriate challenges based on analysis of campaign and surveillance data in Balochistan.
  • Develops partnerships with individuals, groups and organizations whose support is essential to ensuring support for high risk groups for PEI, achieving advocacy and communication objectives. Focus is on strengthening their capacity through appropriate advocacy and communication training, access to updated information, supplies and equipment and through experience-sharing.
  • Monitors implementation of communication activities for PEI and other relevant issues by reviewing progress and identifying constraints through review of monitoring reports field visits, consultation with government counterparts, partner, and community and UNICEF staff in Balochistan. Responsible for producing a monthly progress report which will be shared with the supervisor. Update Provincial Emergency Operation Center (PEOC) on progress and challenges for communication.
  • Share best practices and knowledge learned/products with partners and stakeholders to build capacity of practitioners/users and disseminate products to key audiences including partners.
  • Support the organization, administration and implementation of capacity building initiatives, including partnerships with training and academic institutions, to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities, and revise and update them as necessary.
  • Assess and recommend potential contacts, networks, resources and tools to support maximum impact and outreach of C4D initiatives.
  • Support the section in review of the content of mass media promotion material, Information Education and Communication Material and technical presentations.
  • Plan and prepare for an emergency situation. 

To qualify as an advocate for every child you will have

Minimum Qualification, Experience & Competencies required:

  • A university degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public health, public relations or another relevant technical field related with communication, participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.
  • A minimum of 2 Years (Two years) progressively responsible professional experience in one or more of the following areas is required: planning and management of social development programme planning, communication for development, public advocacy, adaptation and application of communication planning to specific programmes, social research, public health programming, communication for development, or another related area. Knowledge and experience of the PEI programme relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in written and spoken English and Urdu is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
