The Communications for Development Specialist NOC (TA) will work under the direct supervision of the Health Specialist in Sindh with technical guidance from the Chief of C4D in close coordination with Health Specialists and C4D Specialists/Officers in Islamabad. The C4D Specialist is responsible for supporting efforts of Government of Sindh to design systematic, planned and evidence-based C4D interventions in order to promote measurable behavioural and social change/mobilization through communication, engagement, empowerment and participation of stakeholders, partner's constituents, communities and civil society to achieve successful and sustainable concrete (program/project) results on children's rights, survival and wellbeing in the country.

How can you make a difference?

Contribution to the designing of C4D interventions giving special attention to children living in most deprived communities in priority districts:

Engage with provincial and district level government and non-government partners to facilitate the development of evidence based C4D interventions to support immediate response to HIV outbreak, and any other health related emergency/crisis, with a focus on most deprived areas and priority.

In coordination with Health Specialist, C4D Specialist and in consultation with UNAIDS, WHO, UNFPA and other partners provide technical support to Sindh Ministry of Health on the development and implementation of a detail long term C4D plan to support the programme response.

Support the Provincial Department of Health and partners on the development, pre-testing and production of culturally-relevant approaches, messages and material.

The C4D Specialist may need to adjust the Communication plan to respond to the situation as it evolves and the programme focus.

 

Implementation of C4D activities:

Provide oversight and technical guidance to roll out the plans of action on C4D to promote behavioral and social change related to HIV prevention and response and other health related crisis/emergencies.

Collaborate with a wide range of partners and stakeholders including Department of Health, other UN bodies and partners to ensure synergy, integration, coherence, and harmonization of C4D and external communication activities.

Collaborate with, advise and/or consult internal partners and external partners to organize C4D events and activities for maximum outreach and impact on behavioral and social change.

Ensure engagement of affected populations as rights holders in defining needs and priorities, and in implementing and reviewing/assessing humanitarian action.

Conduct and/or participate in Monitoring and Evaluation exercises, including participation in emergency management team meetings and to assess/report on efficacy/outcome of C4D interventions.

Provide guidance and ensure adherence of UNICEF IPs and Consultants to planned interventions, including HACT monitoring;

Document and disseminate lessons learned in development planning and improvements.

Partnership, collaboration and coordination

Identify, develop and maintain partnerships with provincial partners, including UN agencies, INGOs, media, academia, research and implementing; and other relevant organizations and coordinate their involvement in outbreak response on C4D

Support provincial coordination mechanisms such as task force or communication committees to facilitate coordinated technical assistance and guidance, rapid assessments, planning, implementation, monitoring and evaluation of communication plans for humanitarian situations, including HIV prevention and response.

Capacity strengthening

Building onto the existing resources, adapt and or develop training material to build the capacity of Government, partners, health workers and frontline workers on interpersonal communication.

In coordination with Islamabad office, organize and facilitate capacity building of Government staff, CSOs, Religious leaders and other relevant partners in community engagement and social and behavioral communication interventions in emergency preparedness, response and recovery.

Innovation, knowledge management and capacity building

Implement innovative practices, approaches and latest technology on multiple media and social/digital platforms for C4D that are appropriate/available for the programme context and audience.

Engage in evidence generation and research initiatives that may contribute to improved evidence in C4D practice; and influence national and local policies and investments in C4D for sustainable results.

Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners, local networks, and government partners.

To qualify as an advocate for every child you will have:

Education:

An Advanced University degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or other related social science field is required.

Experience:

A minimum of 5 years of professional experience in areas of social development program planning, communications and public advocacy, training in interpersonal communication and/or related areas at the international and/or large organization. Relevant experience in HIV and experience of working in UN system agency is an asset.

Experience in the development and management of rapid assessments, formative research, monitoring and evaluation for communication programmes is an advantage. Previous experience in managing outbreak communication would be preferable. Background/familiarity with the application of C4D strategies emergency situations, including disease outbreaks, considered an important asset.

Availability to travel frequent to the field and actively engage with partners and stakeholders;
