Job Description

Purpose of the post: To support in all activities relevant to complying with the procedures set by the Ministry of Foreign Affairs (MOFA), so as to facilitate the adequate completion of all protocol-related processes and so ensure the appropriate and timely delivery of required clearances and/or approvals for all manner of requests pertaining to WHO personnel.

Overview of the Programme: The continued transmission of poliovirus in Pakistan has become a national emergency. Pakistan now risks becoming the last remaining reservoir of endemic poliovirus transmission in the World and the only remaining threat to achieving polio eradication globally. The Organization has a large contingent of professional personnel throughout the country assisting in the implementation of the Programme and for which it is necessary to ensure that they have the appropriate status that enables them to move about freely while carrying out their duties. MOFA is the lead Ministerial agency with whom UN agencies are expected to engage with, while following established policies and procedures that need to be strictly adhered to if the requested clearances and approvals are to be obtained from it and its personnel permitted to continue to operate in Pakistan.

Organizational Context: Under the direct supervision of the Protocol Officer and Operations Officer, in addition to the overall supervision of the National Team Leader (Polio), the incumbent will be responsible for performing the following duties:

1.         Assist WHO personnel in the preparation and submission of required documentation to MOFA and foreign Embassies for the issuance and/or extension of visas.

2.         Assist in the submission of required documentation for protocol-related applications by WHO personnel for the issuance and/or extension of official documents (eg. government ID, visa, driver’s license and/or No-Objection Certification).

3.         Facilitate the follow-up of protocol-related applications to be undertaken with the concerned authorities at MOFA.

4.         Maintain a data base on the protocol-related status of WHO personnel to enable adequate tracking and appropriate action to be taken towards ensuring their constant legitimacy.

5.         Assist in the preparation and dispatching of supporting documentation to WHO personnel needing to obtain visas in their home countries.

6.         Assist in the submission of visa applications for staff traveling outside Pakistan on official missions.

7.         Performs other duties as required by the supervisors.
