Job Description


UN Women Pakistan aims at recruiting a Monitoring and Evaluation Officer for its WEE & SL unit who will work under the supervision and guidance of Portfolio Manager WEE & SL.  Based on the envisaged outputs/outcomes, the incumbent of this position will design and institutionalize participatory M&E systems for the Programme, undertake monitoring and quality assessment of programme activities in close coordination with provincial teams, and will also support external midterm reviews and final evaluations. M&E Officer will work closely with the Communications and Project/Programme Officer, to supply with the substantive project/programme progress related information, for communications, visibility and reporting purposes. The M&E Officer will play distinct role in providing pertinent data to the WEE&SL unit for results-based reporting.


Key Responsibilities:




  • The Monitoring and Evaluation Officer will be responsible for carrying out the following functions;


  • To assume the monitoring management of the Programme – plan, initiate and manage monitoring activities - in accordance with UNW rules, policies and procedures


  • Coordination of the monitoring of the Programme with the UNW Country Offices, Ministries and other partner organizations;


  • Responsible for the coordination with finance, programme and procurement staff


  • Substantive monitoring and evaluation of the Programme, identification of operational and financial problems, development of solutions;


  • Monitoring the Programme and activity results against those planned, together with the cost of achieving those results;


  • Working with the finance, programme and procurement staff to implement the M&E Plan as approved


  • Ensure that the programme management module in ATLAS is updated on a quarterly basis in coordination with UNW COs the programme staff;


  • Design and implement monitoring and evaluation framework/strategy/system based on Logical Framework Analysis (LFA) of the projects/programme to assess timely and quality implementation of activities to achieve results (outputs, outcomes and impacts), including work plan, targets and indicators.


  • Review, adopt, test and modify existing/available monitoring tools, techniques and methods to suit the specific needs of the Projects/Programme.


  • Facilitate baseline studies for benchmarks and assessing progress and achievements.


  • Take lead and facilitate in establishing data collection procedures and databases and make such data available to WEE&SL unit for periodic results-based reporting.


  • Provide support to Portfolio Manager WEE&SL in planning, reporting and documenting experiences and lessons learnt; and guidance to provincial teams in data collection and reporting; as well as in assessment of results and quality of activities.


  • Keep track of all ongoing/completed/planned project activities to ensure consistency with project implementation timelines.


  • Facilitate annual and periodic implementation review and assessment exercises.


  • Develop quarterly and annual monitoring work plans and travel plans for monitoring and evaluation purposes with input from PM WEE&SL and provincial teams.


  • Keep up to date of new methods and techniques with regards to M&E systems for ensuring efficiency and fostering and promoting innovation and ready decision making.


  • Develop performance indicators to be included in the monitoring system for Projects/Programme activities and annual reviews.


  •  Develop briefs/special reports as and when required.


  • Prepare and implement training plans for enhancing M&E capacities of the national and provincial teams and UN Women IPs. 


  • Document and disseminate the lessons learnt and best practices for sharing with UN Women CO and disseminate to the national and provincial line agencies and NGOs as and when required.


  • Any other related tasks assigned by the PM WEE &SL or Deputy Country representative.




Minimum Requirement:


  • Master’s degree in Public administration/policy, Business administration, economics, programme evaluation, management information systems or a closely related field.


  • Minimum 5  years of relevant experience at the national or international level.


  • Experience in international or donor organizations will be an asset.


  • Demonstrated ability to advance innovation and continuous improvement, in professional area of expertise.


  • Experience in developing participatory M&E systems and analysing data, using statistical software, would be an asset.


  • Proven ICT skills, especially in the development of MIS software, using database software.


  • Good organizational management and technical skills with track record of implementation and monitoring of community-based projects. 


  • Excellent English drafting ability and documentation skills.


  • Knowledge of ATLAS system will be considered an asset
