PURPOSE OF THE POST Under the guidance of the Chief of WASH, L-5, responsible for assisting in the planning, implementation, monitoring and evaluation of UNICEF Pakistan Water, Environment, and Sanitation (WES) Programme, including normative guidance to counterparts and general facilitation of the Watsan Sector and support to Joint Programming within the context of UN Reform. Should an emergency situation arise and WASH expertise be required the WASH Specialist will be expected to respond on behalf of UNICEF. MAJOR DUTIES AND RESPONSIBILITIES - Under the guidance of Chief of WASH programme and Chiefs of Field Offices provide technical support in designing, preparing, implementing, monitoring and evaluating Federal and Provincial WASH projects. Analyze and evaluate data to ensure achievement of objectives and recommend corrective action when necessary to meet project objectives. Assist in the development and introduction of new approaches, methods and practices in WASH project management and evaluation.
- Access field level information of the WASH project activities, as well as assist in conducting periodic programme reviews with Provincial Office staff, government counterparts and other partners. Assist in preparing action on operational procedures affecting project implementation and management. Provide technical advice and assistance to field office, government officials and other partners in the planning, implementation, monitoring and evaluation of the WASH programme.
- Under the guidance of the Chief of WASH programme, collect and analyze WASH data for Situation Analysis (at country, provincial and district level), WASH programme/project planning, management, monitoring and evaluation purposes. Analyze WASH programme implementation reports and evaluate against established programme recommendations and plans of action. Prepare tables, graphs and other statistical data on WASH Programme. Report outcome of analysis and propose corrective action. Update the information/reports periodically, including mid-year and annual reports on WASH Programme.
- Under the guidance of the Chief of WASH programme, assist in the preparation of the WASH section of the Country Programme Action Plan (CPAP), Common Country Assessment (CCA), Annual Work Plans, Joint Programmes, Project Cooperation Agreements and other Programme documents. Ensure the accurate and timely input of project progress reports, information in VISION and the issuance of status reports for monitoring and evaluation purposes.
- Provide technical inputs to the Provincial Offices and government authorities to plan and organize WASH policies, programmes and trainings. Assist in identifying training needs and objectives for the purpose of capacity building, piloting innovative approaches and for programme sustainability as well as promotion and advocacy.
- Review and follow-up on implementation and recommendations of agreements with the appropriate ministries and partners. Liaise with and monitor the activities of donor agencies in WASH and ensure adequate documentation and the preparation of donor reports on time.
- Coordinate with the Operations/Supply Section on supply and non-supply assistance, ensuring proper and timely UNICEF and Government accountability of CAG. Monitor delivery, quality and proper use of supplies through field visits. Liaise with Provincial Offices to certify disbursements of funds, monitor and submit financial statements on time.
- Assist in preparing funding proposals and project status/progress reports required for donors, budget review, programme analysis, annual reports, etc. using data and programme progress information.
- Contribute to the development of the sectorial work plans (MYWPs); ensure compliance to achievement and documentation of specific assigned objectives.
- Ensure inter-sectorial collaboration with other programme colleagues and other UN agencies for efficient and effective coordination, and enhanced synergy. Interact with Advocacy and Communication/Programme Communication Section in the development of appropriate programme communication and information strategies and material to support advocacy and programme development, especially on hygiene practices and sanitation awareness.

Required Skills
Specialization and training in hydrogeology, geophysics, water supply, water quality analysis and treatment, solid and liquid waste management, ecology and experience in the area of policy analysis and formulation will be an additional advantage.
