2 Years(unblemished experience in progressively responsible functions in a National Law enforcement agency and/or National Security Forces as an officer leading a team of law enforcement officers or at least 8 years of working experience in UN security management system.)

Job Description

Duties and Responsibilities:

Under the direct supervision of the Field Safety Adviser UNHCR Sub-Office Peshawar, the incumbent will perform the following duties and functions:

1. Plan and undertake regular and ad hoc security assessment missions to the field; gather information and analyze the overall security situation as well as the security situation related to any given specific area in order to facilitate the management to make informed decisions. Make appropriate recommendations based on field observations;

2. Supervise and direct the Field Safety Associates, Radio Room and Transport Unit provide to them technical guidance, advice and facilitate their professional development

3. Maintain relations and cooperation with local law enforcement agencies & civil authorities and other relevant agencies to remain current on all security issues and developments in the area;

4. On the basis of the available, factual information on security, evaluate the ground situation jointly with the supervisor to establish the level of risk for the UN/UNHCR staff & their dependents, UNHCR and its staff property, UNHCR office & residential premises, and UNHCR staff members private residences; subject to the need for improvement, initiate appropriate action and arrangements for the improvement of inadequate security measures;

5. Monitor the security situation vis--vis the implementation of UNHCR activities and the safety and security of refugees/ persons of concerned to UNHCR as a routine, on-going activity; once recommendations are verified and approved, initiate their implementation forth with. Inability and/or failure to implement the recommendations should be recorded and reported to the higher level of seniority;

6. Provide recommendations for improvements of existing security guidelines on the basis of evolving security situation; and assist in the maintenance/ implementation of security guidelines, measures, standards and MOSS/ MORSS for UNHCR Offices in the field at all the time;

7. Review the security/ emergency evacuation plans and expedite improvements and necessary changes upon rehearsals/ mock exercise of executing the plan; assist in measuring that all staff members are familiar with these plans; assist in conducting training on security awareness, evacuation preparedness and responses;

8. Provide training and security advice/ information to all UNHCR staff on warden system, radio communication procedures , travel procedures, recognition of explosive devices, fire safety; monitor physical security of UNHCR premises/ property and staff residences and advocate on equipment required for security measures;

9. Conduct/ assist in security briefings to UN/UNHCR staff; Monitor and ensure the maintenance of up-to-date database of security incidents. Maintain staff movements tracking system according to the requirements of security situation at the duty station area;

10. Assist in preparing Situation Reports on security situations/ incidents;

11. Respond to staff queries on security issues, emergencies and, provide immediate assistance as and when required, maintain an up-to-date database on all essential contact, telephone numbers and addresses of law enforcement agencies in the area as well as the contact details of all UN/UNHCR staff that fall under the purview of the office;

12. Provide security related admin support to the supervisor to organize and undertake various field missions of donors/ UNHCR staff in safe and secure manner as per established security guidelines; it may require support in telecommunication and exchanges in security hazard situations;

13. Jointly with the Administrative staff, monitor, report and regulate the fleet of vehicles to maintain them at readiness state at all time; This also requires monitoring, recording and reporting on safe driving practices of UNHCR drivers/ staff.;

14. Keep abreast of policies, guidelines and instructions in relation to UN/UNHCR staff security management as they evolve and revised;

15. Any other responsibilities/ functions deemed necessary or as delegated by the immediate supervisor/ Head of UNHCR Office in order to meet the level of the services in the organization.

Required Skills

Qualifications/Profession al Training
1) An applied knowledge of UNCHR mandate and its obligations towards refugees/ persons of concerned to UNCHR and a knowledge in UNHCR refugee protection standards, its policies and principles;
2) Good knowledge of the religion-cultural values and the traditions of beneficiary population;
3) Ability for analytical and creative thinking for rapid solution(s);
4) Ability to produce high quality output with desirable results;
5) Good communicator with strong inter personal and negotiation skills to deal with persons of various cultural and educational backgrounds;
6) Strive to live up to high ethical and professional standards;
7) An outgoing personality and a team player with service oriented attitudes.

Work experience
1) In depth experience in gathering and analyzing security related information and, the expertise to forecast potential developments on the basis of factual information;
2) A proven ability to deal with multiple tasks in a courteous and service oriented manner in demanding working conditions that often have short deadlines;
3) Experience in organizing and conducting trainings and demonstrations;
4) Experience in decision making and problems solving while working independently or with limited supervision;
5) Negotiating skills in relation to hostage incident management;
6) Reporting/ drafting skills;
7) Completion of UNHCR Specific Training activities (i.e SMLP, PLP, Training of trainers,);
8) Emergency Trauma Bag Training;
9) Experience in relation to Critical Infrastructure Protection and to deal with sabotage and terrorism threats;
10) Ability to organize and conduct training/ workshops on security related issues;
11) Extensive experience related to UN rules, regulations and guidelines on security management;
12) Basis knowledge in vehicle maintenance, dynamics of armored vehicles and safe driving standards.

Language

Excellent knowledge of English (written, oral & comprehension) with working knowledge in French and/or another relevant UN language.
