PURPOSE OF THE POST:
Under the guidance of the Head Specialist and Chief, Health and Nutrition section responsible for the planning, implementation, monitoring and evaluation of UNICEF Pakistan MNCHC Expanded Programme of Immunization.
MAJOR DUTIES AND RESPONSIBILITIES:Under the guidance of the head of section (Chief of H&N) design, prepare, implement, monitor and evaluate the EPI programme within the MCHC section. Analyze and evaluate EPI data to ensure achievement of objectives and recommend in the immunization policies. Assist in the development and introduction of new approaches, especially reaching every districts and Union council methods and practices in project management and evaluation.
Ensure the accurate and timely input of project information in Vision and the issuance of status report for monitoring and evaluation purposes.
Conduct field visits in especially in low performance districts and union councils to gather information on project activities, as well as to conduct periodic EPI programme reviews with Provincial Office staff, government counterparts and other partners. Prepare action on operational procedures affecting project implementation and management. Provide technical guidance ,advice and assistance to field office, government officials and other partners in the formulation of policies and specific strategies in the provinces in order to revitalize routine immunization by supporting planning, implementation, monitoring and evaluation of programme/project.
Prepare project status reports of the assigned projects required for management board, donors, budget review, proposals, programme analysis, annual reports etc.
Provide inputs to the Provincial Offices and government authorities to identify, plan and organize training programmes. Establish monitoring mechanisms to follow up achievements of objectives and chart out capacity building, programme sustainability as well as promotion and advocacy in provinces and at national levels.
Meet with national and international agencies covering the management of the EPI programme and play a leading role in putting back very prominently routine immunization to the agenda of health sector as a strong part of child mortality reduction including polio eradication initiative. Participate in meetings with ministries responsible for programme/project review, and follow up on implementation of recommendations and agreements. Liaise with and monitor the activities of donor agencies in the health sector, and ensure adequate and timely documentation of immunization programme
Coordinate with the Operations/Supply Section on supply and non-supply assistance, ensuring proper and timely UNICEF and Government accountability. Monitor delivery, quality and proper use of EPI supplies including vaccines, cold chain and other equipment through field visits. Liaise with provincial offices to certify disbursements of funds, and monitor and submit financial statements and donors reports to Planning/Monitoring Officer.
Ensure inter-sectoral collaboration with other programme colleagues particularly polio, education and WASH for efficient and effective coordination. Interact with communication colleagues to define integrated communication strategies produce material as required by the field to support for advocacy and programme communication development.
Prepare assigned section(s) of the Situation Analysis by compiling data, analyzing and evaluating information and writing chapters of the Analysis. Prepare the sectoral documents for the Common Country Programme document CCPD and Plans of Action, and other programme documents related immunisation programmes. Update information periodically in immunization coverage , cold chain situation at national and provincial level in collaboration with government implementing and technical counterparts.
Contribute to the development of the MNCHC EPI component Work Plans (WPs), and ensure compliance to and achievement of specific assigned objectives. Provide guidance and support to the section, national and provincial staff in meeting project objectives.
Fluency in written and spoken English and Urdu. Knowledge of local language of the duty station is an asset.
