Organizational Context
Under the guidance and direct supervision of the HR Manager / Learning Manager, the Young Professional Officer (YPO) provides support in managing HR functions of learning and development, recruitment, and benefits and entitlements. YPO will provide cross functional support in all areas of Human Resources with particular focus on learning and development. He/she will promote a collaborative, client-oriented approach and contribute to the overall role of human resources in the Country Office.
Summary of Key Functions:
Learning and Development
1. Support the development of the Annual Learning Plan based on the Learning Needs Assessment, Individual Learning Plans, corporate requirements and priorities, and staff career aspirations.This activity is done collaboratively with staff and management. 2. Support in implementation of the Learning Plan in close consultation with the Learning Manager (LM) and prepare the monthly progress review. 3. Monitor the mandatory online course completion status and individual learning progress against individual learning plans. 4. Monitor learning activities and targets outlined in the Country Office Learning Plan 5. Measure the effectiveness of learning by compiling various reports for the LM. 6. Assist in reviewing and submitting individual/group learning requests. 7. Advocate, facilitate and co-ordinate learning and staff development and promote a learning culture in the workplace and assist staff in preparing and implementing individual learning plans. 8. Support staff in the development of their individual learning plans. 9. Maintain learning records of all staff in the Learning Management System. 10. Provide logistical support to all training events. 11. Identify relevant institutions, experts and resources for learning in collaboration with the learning Manager and domain experts.
Recruitment
In overall assistance to the recruitment functions:
1. Provide assistance to the recruitment processes, including review of job descriptions, job postings, long-listing and interviews. 2. Creation/update positions in Atlas, association of positions to Chart of Accounts (COAs), update COA information, set up vendor, performing the functions of Admin.HR, Position Administrator and Absence Processor in Atlas. Preparation of contracts (FTA, TA, SCs). 3. Provide status updates for recruitment. 4. Support development and maintenance of recruitment roster.
Benefits and Entitlements
1. Provide support in contract management in ATLAS 2. Provision of advice on benefits and entitlements 3. Support in administration of benefits and entitlements 4. Assist the payroll management through ATLAS. 5. Support in administration of staff separation process. 6. Record keeping of the relevant files 7. Support in salary survey process. Any other tasks given by the HR/Learning Manager.
