Job Description

These positions are advertised to develop a roster of recommended candidates, who may be deployed on need basis.

Duties and Responsibilities

The ER Monitoring and Evaluation field officer will carry out the following tasks:

•Support program staff and implementing partners (IPs) putting into practice of Monitoring and Evaluation (M&E) methods, data collection procedures to effectively monitor project performance and evaluate outcomes;

•Establish data gathering mechanism, consolidating data against the program goals. Regular liaise with field office staff, implementing partners, programme management unit (PMU) and SMU to ensure timely and comprehensive flow of M&E information to relevant stakeholders.

•Participate in the process of determining information needs of different projects in accordance with UNDP requirements. Actively participate in the design and implementation of assessments, surveys, and evaluations. •Provide technical guidance to partners and field staff on the development of beneficiary accountability plans and mechanisms and monitor the integration of these activities in project implementation.

•Assist the Field Coordinator on M&E related issues as and when required.

•Assist with the management and supervision of field data collection processes for monitoring and evaluation, backstopping the field office staff when necessary.

•Conduct periodic monitoring trips to the project sites, including random monitoring check on Implementing Partners (IPs) activities and progress using standard monitoring tools.

•Guide field office staff and implementing partners (IPs) on project related survey and project reporting as per contract arrangements in place.

•Organize and facilitate ad-hoc and regular training events on M&E for the field office and IPs to ensure that M&E methods are properly followed.

•Collaborate with field programme staff to ensure that M&E data are collected timely as per requirements. Share findings with the field and main office ERP staff and keep update with feedback to the Field Coordinator in order to increase programme impact.

•Ensure regular and timely reporting from partners by monitoring and following up with the partners.

•Fully document and disseminate results of project activities, accomplishments and innovations in the form of reports and presentations. Maintain database system as required.

•Ensure that the established guidelines on project monitoring and evaluation for various project components are fully respected.

•Design and facilitate lessons learned sessions as required. Recommend any possible changes based on the lessons learned and suggest measure to improve the monitoring system.

•Perform any other duties as required.
