Job Description

Duties and ResponsibilitiesUnder the direct supervision of the respective UNDP ERP Field Coordinator in Multan/Sukkur/Peshawar/Hyderabad he/she shall be the “supervisory Engineer” of the multiple projects carried over by being implemented by UNDP implementing partners under different contracts and all contracts running concurrently in the province of Punjab/North Sindh/KPK/South Sindh.The Engineer shall liaise regularly with UNDP ERP Field programme team and the ER Programme Management to ensure smooth support for the project and shall carry out the following tasks and responsibilities:

  • Provide assistance in selection of Implementation Partners (NGOs) and/or construction firms
  • Participate in the appraisal of project proposals submitted by Implementation Partners and highlight strength / weaknesses in each proposal.
  • Suggestions on improvement of Project proposals
  • Studying each project at the onset and draft an outline of items that may need attention
  • Supervising the construction / community based infrastructure works in accordance with the contract documents and using the template and procedure established in agreement between UNDP and contractor/implementing partner
  • Supervising the works in accordance with the drawings, technical specifications and bills of quantities and ensuring the correct implementation of the works according to technical specifications, to designs and quality of materials
  • Preparing list of tests required as per the specifications and following up these tests
  • Checking and ensuring that the site is arranged as per agreement All measures are taken for safety of the third party in the vicinity of the site
  • Review and assess compliance of the work with the Guiding Principles and Minimum Standards for Community Infrastructures.
  • Ensuring that health and safety measures are adopted and followed to the full extent and prepare weekly report and to suggest and instruct additional safety measures if needed
  • Provide an assessment of any variation to UNDP for approval
  • Review and certify payment certificates (interim) and submit to the Field Coordinator for Clearance and UNDP CO for payments
  • Prepare and certify the final accounts of the works contract/s
  • Manage site meetings with the Contractor/s (different site meetings can be held for the different sites of the works)
  • Manage the works contracts with all pertinent documentations
Deliverables
  • Each project under his/her assignment will be reported separately but the Engineer will keep his/her daily notes for collation into reports. In particular the following deliverable are to be submitted to ERP/UNDP:
  • Work Plan showing timelines for each activity and milestone
  • Methodology for the proposed activities and field visits
  • Assessment report on the capacity of NGOs applying for participation in the programme
  • Assessment Report on proposals submitted by NGOs including Cost Estimates, Specifications, Drawings, Photographs, Coordinates etc.
  • Top supervision of proposed works
  • Periodical M& E Report on the prescribed formats during implementation phase
  • Final Completion Report for each intervention
  • Weekly progress reports per each work on the prescribed format
  • Monthly progress reports per each works contract
  • Final report for each works contract
Contents, details and formats of each of the above reports will be discussed and agreed with the ER Programme Management and CO UNDPMonitoring and progress controls
  • Preparing and submitting weekly progress as required by UNDP
  • Preparing and submitting monthly progress as required by UNDP
  • Keeping monthly time sheets for the days worked and submitting monthly basis
  • Submitting the final report
