Job Description

Purpose/background:

Two years after devastating floods hits Pakistan in 2010, heavy monsoon rains in August and September, 2011 flooded villages and agricultural land, affecting an estimated 5.4 million people, including an estimated 2 million children across more than 20 districts in Sindh province. Many families lived in makeshift tented settlements along roadsides or in government school buildings. Many children were affected for a second time within a year. In addition to damaging houses and displacing children and their families from their homes, flood waters contaminated wells and other sources of drinking water, worsened sanitation and hygiene condition increasing risk of waterborne diseases, diarrhoea and acute respiratory infections. In emergencies women and children are particularly vulnerable to discrimination, exploitation, abuse and violence.

The Emergency Preparedness and Response Plan (EPRP) was developed in 2010 and also in 2011. Several important lessons were identified during these exercises. The purpose of this consultancy is to encompass these lessons learnt and integrate them, along with other developments, into the finalised 2012 EPRP.

Major tasks to be accomplished:

·Support in revising and updating of EPRP as per standard format based on CCC indicators

a. Engagement and coordinating with Section emergency focal points

b. Activity flowcharts should encompass preparedness, response and recovery activities reflected in EPRP spreadsheets with consistent linkages to budgets and targets

c. Coordinating with Sections to develop and emergency supply plan

· Map key Implementing Partners by district with defined roles and responsibilities. This includes identification of lead partners and sub-partners for preparedness and response capacities

· Development of implementation plan

a. Integration of lessons learnt from EPRP 2010&11 in to EPRP 2012 and ensure that they are actioned

b. Development of Integrated Curriculum

i. Organize joint consultation session(s) with Sections for emergency planning

1. Synthesise and document roles and responsibilities of UNICEF response and establish guidelines and procedures for working with UNICEF and IPs

2. Identify specialist organizations for trainings (Para-teachers, Hygiene promoters, nutrition, etc.)

ii. Organize 3-4 day orientation and workshop for IPs on implementation of the integrated curriculum and communicate modalities of EPRP 2012.

iii. Ensure identification for high-risk districts in coordination with PDMA, DDMA and all other relevant stakeholders

· Support Sections on developing LTAs and integrated contingency PCAs in consultation with Sections and approved by PCARC

End Product

· EPRP Finalized (Month 1 & 2)

· Integrated Curriculum finalized based on CCCs (Month 1 & 2)

· Contingency PCAs (including LTAs) developed and endorsed by the PCARC/CRC (Month 3 and 4)

· Implementation Workshop organized and conducted as per the plan (Month 5)

· Follow ups with government counterparts and other relevant stakeholders for integration and support (Month 6)

Time Frame: 6-Months

Duty station: Karachi with travel to selected districts in the province of Sindh

Required Skills

Sound understanding of CCCs
Excellent analytical skills
Proficient with MS Office, especially excel
Fluency in English and Urdu (Knowledge of Sindhi is desirable)
