UN/UNDP and several donors undertook an assessment of the environment within which the next elections will take place, with a view to identifying the needs for technical assistance. In light of the findings and recommendations of the assessment missions, a project of Electoral Cycle Assistance has been formulated to support a free, fair and transparent electoral process .The Election Commission of Pakistan (ECP) and several donors have expressed a strong interest in ensuring coordinated support to the next elections through the project.
The project will be implemented using the UNDP Direct Implementation (DIM) arrangements under the supervision of a Project Review Board (PRB). A Project Management Unit (PMU) has been established to act as a secretariat for the PRB and to assist in the implementation of the project as well as in the coordination, management and reporting of donor assistance. Job Description: Under the guidance and direct supervision of the Project Manager - Electoral Cycle Support to the Election Commission of Pakistan, the IT Officer will be responsible for following tasks: • Designing, deploying information systems and databases according to project need with the consultation of key stakeholder. • Preparation of RFQ, related to IT equipment and services, specifications with strong understanding of evaluation criteria. • Close coordination with IT staff to devise information systems requirements to effectively manage ECP data. • Information collection and research gathering – Stay current with technology changes, applicable system, industry trends and development especially in information system design using GIS tools. • Identification and prioritization of objectives to address information needs. • Identification of the most appropriate mechanisms for data/information collection, processing, analysis and dissemination to address ECP coordination information needs. • Provide support on Server Hardware & Software, maintain & manage databases and web based information system. • Provide input in procurement of hardware and software keeping economies of scale and new trend in technologies in the mind. • Assistance with the creation, format and maintenance of network and information systems documentation. • Provide the security of data server systems, archiving of data, hosted system against any kind of threats that can destroy data. • Transfer of necessary knowledge to the project staff to increase the broader understanding of information technologies potential. • Handling all Internet connectivity issues with ISP to provide uninterrupted Internet access to project staff. • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision. • High exposure to Microsoft product i.e. windows XP,Win Server and for alternative solution open sources technologies, Intel base desktops, laptops hardware and computer peripherals devices i.e. plotters and photocopiers. • All additional technical or non-technical responsibilities and duties assigned by the Project Manager within IT/MIS domain.
Required Skills
Proficient in MS Office applications including Word, Power Point, Excel and advance knowledge of data analysis using pivot table, cross tabulation output.
Strong understanding and management of databases including MS Access and SQL Server.
Fluency in both oral and written English
Must have knowledge of GIS server software i.e. ArcGIS Server, Arc SDE.
Must have knowledge and experience with Global Networks rules and regulations is preferred. Knowledge of relational database management system
Must have excellent network (LAN/WAN) administration experience
Must have Windows (XP Professional and Server 2000, 2003) Installation & Administration experience
