PURPOSE: :
The Nutrition Officer will provide technical and management expertise in assessing, designing, implementing and monitoring the nutrition response to the crisis. The Nutrition Officer will assist UNICEF to provide a well-planned programme based on consideration of health risks, especially those affecting children. The Nutrition Officer will work closely with government departments and other NGOs and agencies involved in the sector to strengthen assessments, planning, implementation and monitoring the Nutrition situation in the affected areas.
MAIN RESPONSIBILITIES AND TASKS
a. Contribute towards the preparation of a rapid assessment by compiling data, analyzing and evaluating information.
b. Designs, prepares, implements, monitors and evaluates Nutrition programme. Identify and advise on alternative courses of action to accelerate/improve programme delivery and ensure capacity building and programme sustainability
c. Responsible for the preparation of PCAs, follow up the status of PCA assist the nutrition program for effective and efficient utilization of UNICEF resources allocated to the programme
d. Prepares the sectoral documents for the Country Programme Recommendation and Plans of Action, Country Programme Summary Sheet etc
e. Undertake field visits and surveys to monitor and evaluate implementation, identifies problems and proposes remedial action.
f. Participates in the development of the work plan and ensures compliance with specific assigned objectives. Provides guidance and support to staff to management and implement projects.
g. Meets with national and international agencies covering the management of the programme. Participates in meeting with Ministries responsible for programme review and follows up on implementation of recommendations and agreements.
h. Coordinates with the Operation/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies disbursements of funds, monitors and submits financial status reports to Senior Programme Officer or Representative as required.
i. Participates in intersectoral collaboration. Assists in development of appropriate communication and information strategy to support/advocate programme development.
j. Writes programme status report required for management, donors, programme analysis etc.
Required Skills
COMPETENCIES
Current knowledge of the latest Nutrition developments in the field (emergency nutrition, CMAM, micro-nutrient, childcare practices, infant feeding, policy development).
Leadership and teamwork abilities.
Proven ability to conceptualize, develop, plan and manage programmes, as well as to impart knowledge and capacity building on CMAM, IYCF and NIE skills.
Good analytical, negotiation, communication and advocacy skills.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
Willingness to travel and work under difficult conditions
Intermediate to advanced computer skills, including internet navigation and various office applications
Fluency in English and another UN working language required.
Previous experience with UN System is an asset.
