Job Description

These positions are advertised to develop a roster of recommended candidates, who may be deployed on need basis.

Background: In the aftermath of natural disasters, UNDP supports the affected communities in early restoration and rehabilitation of community infrastructure at the local level. Community Infrastructure and Community-Based Assets (physical and institutional) are critical for enabling local population to restart their lives and their economic, social and cultural activities. Human development is inextricably linked with the performance of these community based systems and structures. In this context, infrastructure rehabilitation programme(s) is UNDP’s key intervention in order to rebuild local structures that perform basic functions and services central to the survival and healthy functioning of the community and it’s economic sustainability. The goal of UNDP’s intervention is to assist affected community in leading its own recovery, harnessing its potential, expanding choices, learning new skills, and prioritizing its early recovery needs..

Pakistan has a recent history of devastating natural disasters such as Earthquake in 2005 and floods in 2010 and 2011, which have resulted in large scale losses of human lives, livelihoods and other resources. With an aim to prepare for early recovery support to the affected people after natural calamities, UNDP is developing a Roster of suitable candidates for various positions. The recommended candidates shall be offered to join UNDP response team in the wake of such disasters.

Duties and Responsibilities:

Field Officer will be responsible for coordination with different stakeholders to provide required support project activities in her/his respective area. S/he will ensure that early recovery activities are coordinated and monitored in an efficient manner and to maintain good quality standards. Ensure adequate interaction with the implementing partners, relevant government departments, target communities and other stakeholders.

  • Establish progress reviews for participationof local stakeholders in early recovery activities; e.g. localgovernments, communities, technical institutions and relevant civilsociety organizations;
  • Provide feedback to the implementing and UNDP to manage variousstructural and non-structural risk
  • Supervise and coordinate the work of consultants/experts forvarious technical inputs;
  • Assist in defining advocacy issues emerging the field during theimplementation process in addition to identify actions to strengthen theeffectiveness of coordination between all stakeholders i.e. localcommunities, civil society, non-governmental organizations, localgovernment authorities, the Pakistan Army, UN agencies
  • Prepare situation reports, analyze needs and propose requiredearly recovery interventions;
  • support early recovery needs assessments through collection ofsecondary data, organizing meetings with different stakeholders, andproviding assistance in data collection activities;
  • Providing support to the concerned team in organsing ER/Communityrestoration cluster in the districts
  • Participating in the field level meetings of clusters,specially ER/Community restoration cluster, for a coordinated response tothe crisis,
  • Identify and report current and potential risks and issues whichcould impede response activities
  • Submit periodical reports to the management;

Required Skills

Excellent knowledge of multi-disciplinary development approaches; Highly developed decision-making and analytical skills; Excellent interpersonal communication skills; Ability to work under stress and to undertake multi-tasking; Excellent skills in technical report writing; Good physical health and ability to travel to local areas with basic travel facilities; Positive attitude with a mind set of delivering development services in a most professional manner; Excellent listening skills; Ability to speak and understand the local language would be an added advantage
