Job Description

 

BACKGROUND

The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

Pakistan is one of the countries signatory to the Paris Agreement. Intended Nationally Determined Contribution (INDC) of Pakistan identified capacity enhancement of government institutions mainly the Ministry of Climate Change (MoCC) and related organizations to appropriately respond to the emerging threats of climate change at the policy and programme levels as one of the recommendations. The National Climate Change Policy of 2012 is Pakistan’s guiding document on climate change, setting out the goal of achieving climate-resilient development for the country through mainstreaming climate change in the economically and socially vulnerable sectors of the country.

Guided by the CDM Strategy (2006), the CDM cell in the Ministry of Climate Change is the designated national authority (DNA) on CDM projects in the country. The strategy allows for unilateral, bilateral, and multilateral CDM projects, preferably in the areas of energy, including renewable energy, energy efficiency, energy conservation, and fossil fuelled cogeneration; land use, land use change, and forestry (e.g., biodiversity protection, soil conservation, watershed maintenance and sustainable forest and rangeland management); agricultural and livestock practices; waste management (e.g., landfills, solid waste management, recycling, animal and livestock wastes); transportation (e.g., alternative fuel vehicles, mass transit systems, cleaner engines, compressed natural gas); and industrial processes.

UN-Habitat and MoCC partnered in promoting green development introducing policy directives and developing strategies on green environment which is a pathway to Sustainable Development contributing to SDGs.

For supporting the Pakistan government’s effort to low emission development and GHG emission reduction, UN-Habitat, and Korea Land and Housing Corporation and East West Power Company of South Korea have agreed to cooperate for urban low emission development for GHG emission reduction in urban area with the Memorandum of Understanding in December 2020 and January 2021 respectively. Under those cooperation, UN-Habitat and two Korean agencies will begin the research programme which are “Capacity building on enabling an environment for GHG emission reduction and applying for low emission and environment friendly technologies” and “The development of enabling environment for urban low emission development under Paris Agreement”.

The main objective of the proposed projects is to build collaborative framework and capacities of national government, local institutions and local communities to promote climate change mitigation and adaptation, especially to implement on emission-reduction or emission-limitation commitment under Paris Agreement

OBJECTIVES

UN-Habitat’s role in the project includes

  1. Enhancing capacity of government institutions and relevant stakeholders to promote Paris Agreement in urban sector in order to implement emission-reduction actions and emission-limitation commitments under Paris Agreement in Pakistan
  2. Creating enabling environment for the implementation of GHG emission reduction with urban living condition and environment improvement
  3. Identifying the appropriate GHG emission reduction technology and review its feasibility for the pilot projects

The Project Manager will work on 1) Coordination with national and local governments for the project implementation, 2) Providing technical inputs and research for supporting feasibility studies from LH and EWP, and 3) Supporting to organize coordination meetings, technical and dialogue workshops in effective manner and timely.

The Project Manager will work under the direct supervision of the Habitat Programme Manager (HPM) Pakistan, and the Chief Technical Advisor (CTA), responsible for all technical and financial aspects of the program and coordination with key counterparts at the levels of ministries and local governments, local CSO/NGOs. The incumbent will coordinate/provide necessary information in consultation with HPM and CTA to regional office on request.

RESPONSABILITIES

1. Project Management (70%)

  • Lead project team and coordinate with stakeholders in Pakistan
  • Act as focal point person to assist to HPM and CTA in daily managing all project activities
  • Support to develop the project implementation strategy and framework, TORs, and detailed plan of each activities
  • Lead technical research in the activities and national and local data and information collection
  • Lead organizing meetings and workshops in the activities
  • Support drafting of the report

2. Contribution to UN-Habitat country programme development (30%)

  • Ensure project implementation quality and further develop the country program in line with UN-Habitat’s strategic direction and long-term planning;
  • Ensure the linkage between the project with other projects/programmes of UN-Habitat, UN agencies and other strategic development agencies as well as HQ/ROAP
  • Actively participate in, and provide inputs to, developing new concept notes/proposals and program strategies to ensure the maximize the potential resources and synergy
  • Build and maintain effective partnerships and networks with relevant technical groups, civil society groups, NGOs, and UN agencies for effective implementation and scalability of the project;
  • Regularly coordinate and collaborate with other sector/thematic teams to strengthen programmatic synergies and impact;
  • Assist HPM to ensure the effective coordination of policy dialogues and advocacy with stakeholders.

REQUIRED SKILLS:

  • Professionalism:  Knowledge and understanding of theories, concepts and approaches    relevant to urban planning and design. Strong analysis of urban form, urban systems, underlying social, legal and financial mechanisms and the political context. Ability to develop strong graphic materials (concept plans, diagrams, street sections) as well as substantive reports. Knowledge of urban development issues. Ability to observe deadlines and achieve set goals. Ability to work and deliver under pressure.
  • Professionalism: Excellent written and oral presentation skills in English. Excellent capacity to produce and manipulate graphic documents and drawings. Good presentation skills. Ability to communicate complex interventions in a clear language and convincing narratives. Sketching capabilities to effectively communicate in workshop settings and teams.
  • Teamwork:  Ability to work collaboratively with colleagues to achieve agreed goals.
  • Planning and Organizing: Ability to prioritize activities and assignments and to easily switch between different projects.
  • Creativity: Strong conceptual thinking. Is not bound by current thinking or traditional approaches, takes calculated risks on new and unusual ideas; thinks “outside the box”, and offers new and different options to solve problems or meet client needs. Can easily develop clear plans in contexts with limited information and datasets. Finds ways to extract and combine data and information to create base maps. Is both able to reduce complexity as well as sensitive to specific urban form and the landscape.
  • Management: Ability to manage smaller project teams, divide workload and sustain efficiency

QUALIFICATIONS

Education:

Minimum advanced university degree (Master’s degree or equivalent) in Environment and Climate change mitigation, Urban Planning and Design, Social Science, Economics or related field that is relevant for urban planning for low emission development and climate change mitigation in developing countries. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

Minimum 3 year of experience for research project and climate change mitigation in developing countries, especially Pakistan; in urban planning for low emission development and NDCs development; participatory and community-based activities. A combination of academic and public sector experience would be considered an asset.

Technical Knowledge:

  • Project management and knowledge about quantitative and qualitative research
  • Knowledge about Global Climate Change Trend and National Climate Change mitigation policy and plan for low emission development
  • Working on national NDCs development and its experience will be asset (Not mandatory)
  • Research and analytical skills combined with good communication skills, including drafting skills and writing skills, in English and possibly another UN language;
  • Profession in using Geographic Information System (GIS) and mapping
  • Knowledge about urban planning for low emission development and climate change mitigation;
  • Able to work independently and as part of team and deliver on time under pressure.

Language Skills

For this consultancy, fluency in oral and written English and in Pakistani is required. Although not a requirement, knowledge of French, Spanish, or Arabic will be an advantage.

REMUNERATION

Payments will be made monthly and based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fee will be paid as per agreement.
