Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves. 

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

The development and implementation of an integrated urban health strategy will not only benefit the urban poor in these cities, rather, given the pockets of low health coverage in densely populated urban poor areas, urban health strategy implementation will support polio eradication both nationally and globally, as well as contribute to the overall economic, health and social development of Pakistan. Responding to the needs, UNICEF Pakistan will provide technical support to the Government of Sindh to develop a costed urban health strategy with implementation and monitoring plan for 2021-2025, aligned with the national vision and the Universal health Coverage benefit package and the Investment case to ensure universal health coverage at all levels. Technical support will be provided by the UNICEF team supported by an international consultant.
 
Based on results of social profiling and available secondary data analysis, consultant will perform following tasks to develop the costed urban health strategy for five years with implementation plan for Sindh:
  • Draft and submit inception report and workplan
  • Conduct analysis of social profiling and all available secondary data
  • Conduct a literature review of national and global available evidence
  • Conduct a stakeholder analysis and document roles and responsibilities of each stakeholder for development and implementation of the policy and plans
  • Conduct gap analysis through bilateral and a consultative meeting with all stakeholders, face to face or virtual
  • Develop the draft urban health strategy and complete the costing of strategy based on available costing of the UHC benefit package and investment case.
  • Develop implementation and monitoring plan
  • Conduct a consultative meeting with all stakeholders to develop consensus and
  • Submit the costed urban health strategy and implementation plan to Government for final ratification and resource allocation

Tasks

  • Conduct Literature review, Inception report with methodology, processes involved, coordination structures at all level, timeline and workplan;
  • Stakeholder analysis, development of technical working groups;
  • Gap analysis and strategy development through a consultative meeting with all stakeholders;
  • Development of first draft of Urban health strategy;
  • Costing of urban health strategy;
  • Development of implementation plan including monitoring plan;
  • Final consensus building with all stakeholders consultative workshop and submission to Government for ratification.

To qualify as an advocate for every child you will have

  • Advanced university degree in Social Sciences, Public Health, International/Global Health, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in Health systems development / management.
  • At least 8 years of experience in international public health programme management including 3 years in immunization, with experience in resource-limited environments
  • Experience as Lead in Health Planning and Management
  • Experience in conducting research in mega cities including marginalized populations
  • Experience in managing large data sets
  • Experience in having developed applications to access GAVI resources would be an asset
  •

  • Skills on development of urban health strategy in developing countries
  • Strong analytical, oral & written communication skills
  • Proven track record in project management with the emphasis on strategic planning, communication, and evaluation
  • Effective presenter including ability to adapt the message and visual aids for multiple audiences to deliver concise, impactful presentations
  • Effective facilitator with proven ability to engage and train a group of individuals
  • Demonstrated ability to work in a multi-cultural environment

  • Proven experience in working with urban poor, urban health in developing countries
  • Proven experience in strategic negotiations and planning in multi-stakeholder settings
  • Experience in writing complex strategic proposals, developing multi-year budgets and operational plans
  • Experience in training, planning and delivery of technical assistance
  • Proven track record in interfacing with national ministries of health a distinct advantage

    Languages

  • Written and spoken fluency in English and working knowledge of Urdu would be an asset.

NOTE:

  • The consultant will be based in Karachi
  • The level of consultancy is equivalent to P4.

  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
