Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

How can you make a difference?

The Government of Pakistan launched the introduction of Typhoid Conjugate Vaccine (TCV) by organizing campaign and subsequently mainstreaming into routine immunization.

A two-week, 18-30 November, vaccination campaign targeting 10 million children (aged 9 months to 15 years old) in 462 UCs of urban areas of Sindh Province has been implemented reaching 9.86 million target population (99% Coverage). The campaign is being followed by administration of TCV to 9-month-old infants during regular immunization services in all parts of the province. The vaccine will be introduced in neighboring Punjab province and Islamabad in 2020 and then nationally in 2021.

As agreed with the EPI Program and EOC Sindh, FEPI and partners, UNICEF will provide support through national (to be recruited) and international consultants (already onboard through ROSA Office) to document the processes and lesson learned from implementation of TCV campaign in Sindh to inform introduction of TCV in other provinces.

This technical support will be provided through a dedicated short-term national consultant to review the planning and implementation process and document the lesson learned as a case study for future use and knowledge management. The National consultant will work closely with all stakeholders involved for TCV Campaign at Provincial and Federal level and coordinate this work with international consultant to develop and disseminate the final report.  The process documentation and lesson learned will also be published in a peer reviewed journal.

The consultant will work closely with Federal / provincial EPI program, Provincial EOC Sindh, UNICEF (Provincial, country office level and with consultant in ROSA office), WHO, PPA, CSOs, district and town health management teams to accomplish the assignment timely.

To make a difference, you will be accountable for the following tasks and deliverables:

  • Prepare inception report with clear methodology, process to be followed, agreed action plan with timeline, proposed mechanism for effective coordination for this assignment etc.
  • Conduct desk review of the relevant documents including the approved TCV proposal, work plan, budget, data on disease epidemiology, TCV mission reports, micro plans and training plans
  • Conduct data analysis and triangulation of data from different sources like daily team sheets, admin data, monitoring data etc. Identify the discrepancies in data collected through all sources and document the lesson learned. Review and document the real time monitoring mechanism followed for campaign at all levels and during all stages of the campaign
  • Conduct consultative meetings, workshops, focused group discussion, in depth interviews with all key stakeholders (Frontline workers, social mobilizers, first level supervisors, vaccinators, LHWs, CHWs, CSOs, Academia) to document the processes and lesson learned.
  • Conduct detailed review of the processes (Including all essential elements, innovations, political and administrative commitment, communication and coordination across different partners and with private sector and academia) put in place by the Federal, provincial government on the preparation of TCV campaign.  Document the processes, achievements and lesson learned for implementation of TCV campaign in Sindh province with clear recommendations for future introduction of TCV in Pakistan.
  • Develop a consolidated report/case study (MS Word and ppt) to inform future TCV campaign planning and introduction of vaccine in remaining parts of the country and globally
  • Disseminate the findings of final report at Federal level with involvement of key stakeholders from Federal EPI/NEOC, Sindh EPI/EOC, Punjab EPI/EOC and ICT for Knowledge management
  • Develop a framework for scientific publication to be supported by all partners. Based on the TCV campaign case study and framework, initiate the draft publication, share with all stakeholders, take comments from concerned and incorporate in article, submit to a peer reviewed journal, address the editorial comment and submit for final approval for publication.

To qualify as an advocate for every child you will have... 

  • An advanced university degree (Masters or higher) in Social Sciences, Public Health, International/ Global Health, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in Health systems development / management.
  • At least 8 years of experience in international public health Programme management including 3 years in immunization, with experience in documentation and developing scientific publications
  • Experience as Lead in Health Planning and Management would be an asset
  • Experience in conducting research in marginalized populations would be an asset
  • Experience in managing large data sets would be an asset
  • Experience in working with donors especially GAVI and others would be an asset
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset
