| | Industry: N.G.O./Social Services Category: Project Management Job Type: Fixed Term ( First Shift (Day) ) Job Province: Islamabad Capital Territrory Minimum Education: Bachelors Minimum Experience: 5 Years Organizational Context and Scope: The Displacement Tracking Matrix (DTM) is a system to track and monitor displacement and population mobility, and is designed to regularly and systematically capture, process and disseminate information providing a better understanding of the movements and evolving needs of displaced populations, whether on-site or enroute. In recent years DTM has become increasingly recognized as the primary source of displacement and migration data and information sources at country, regional and global levels. As a result of its worldwide presence, flexibility, and interoperability, DTM is now being implemented in Pakistan. One of the core functions of DTM is data collection targeting various types of mobile populations and communities living with them through various methods such as face to face and/or telephonic interviews. Several enumerators and field coordination assistants will be assigned to conduct data collection and coordinate the effort at the field level. In order to have smooth and well-coordinated data collection implementation beyond the field level, IOM will require DTM Provincial Coordinators monitor and supervise the implementation of data collection. DTM in Pakistan is therefore hiring Provincial Coordinator in each of the four main provinces, which need to be coordinated centrally from Islamabad. Responsibilities and Accountabilities : Under the direct supervision of the DTM National Programme Officer and the overall guidance of the DTM Programme Manager, the DTM Coordinator will be responsible for the following key functions: - Act as the primary point of contact for coordination and discussions with local authorities, Ministries, and border enforcement agencies on DTM data collection activities, including Mobility Tracking (MT), Community Needs Identification (CNI), Flow Monitoring (FM), and other assessments across the country.
- Collaborate closely with external stakeholders, particularly at local levels, to introduce DTM activities, discuss operational plans, and bolster DTM's presence, with support from Provincial Coordination Assistants.
- Consolidate mapping results of target locations for data collection, ensuring comprehensive information on accessibility and identifying potential challenges.
- Develop and manage work schedules, including task assignments for project assistants, district supervisors, and enumerators involved in data collection activities.
- Provide ongoing support to enumerators and project assistants/district supervisors on the technical aspects of data collection, local storage, and submission using KOBO tools, and address any other challenges they may encounter.
- Conduct field visits to districts and border points to oversee data collection, ensure data quality, and offer support to field teams as needed.
- Supervise project assistants and district supervisors, working alongside the DTM National Project Officer to track progress, achieve data collection objectives, and regularly update the DTM Programme Manager on developments.
- In collaboration with the DTM National Project Officer and IM Assistants, assess the quality of data submitted to the KOBO server, ensuring accuracy and completeness.
- Identify and communicate any data errors or anomalies to the field team, ensuring these issues are resolved and prevented in future data collection efforts, including planning and delivering refresher training sessions to address identified challenges.
- Address non-technical challenges reported by field teams, providing guidance and coordinating solutions with direct supervisors as necessary.
- Participate in briefings, meetings, orientations, and training sessions as required.
- Perform other related duties as assigned.
Required Qualifications and Experience : Education : - High School diploma with seven years of related professional experience
- Bachelor’s degree from an accredited academic institution, preferably in Public Relations or Communications, with at least five years of relevant working experience.
Experience : - Prior experience in coordination of the field team, preferably for research and data collection.
- Experience in the same local context as the duty station.
- Experience working with local government representatives, preferably border authorities, is a must.
- Experience with data collection and verification is a must.
- Prior experience working for UN agency or international organization is an added value.
Skills : - Ability to coordinate with a wide range of (security) actors in Pakistan and in Khyber Patkhunkwa, Sindh, Punjab, GB and Balochistan in particular.
Languages: Required : - Fluency in English, Urdu (speaking and written) and Pashto (spoken) is a must.
Desirable : - Ability to speak in other regional langauges i.e Pashto, Balochi, Punjabi, Sindhi, Farsi is an advantage.
