Nature of the consultancy:
Sexual Exploitation and Abuse (SEA) by aid workers is a violation of human rights and IOM is committed to combat any kind of SEA by its staff related personnel and partners.
IOM’s zero tolerance policy not only applies to IOM staff but also extends to IOM third party contracted staff, suppliers, service providers and implementing partners. With over 16,000 staff and over 6,000 related personnel, operating in 450 Offices, and 165 countries throughout the world, the impact of SEA on victims and within IOM’s operating environments, and the reputational risk it poses for the Organization needs to be addressed and remains a key priority.
The protection against Sexual Exploitation and Abuse (PSEA), including the prevention of and response to SEA, continues to gain momentum not only within the United Nations (UN) and Interagency Standing Committee (IASC) common systems but also amongst governments, institutional partners, media and the general public.
Over the past decade, IOM has increasingly been seen as a strong player supporting the prevention and response to SEA and Sexual Harassment within the UN, IASC, and amongst the humanitarian community. While significant progress has been made to prevent and respond to SEA within the Organization such as through the development of innovative PSEA trainings, the development of a misconduct platform to report SEA, and extensive interagency collaboration on PSEA, more needs to be done within country and at the programmatic level and the PSEAH Risk Assessment Consultant will support these efforts.
Project Context and Scope:
IOM Pakistan is implementing a Sexual Exploitation Abuse and Sexual Harassment (SEAH) Risk Assessment across the IOM Pakistan mission, using a specially designed tool – the IARA SEA, as a framework. This initiative is a deliverable of the mission-level PSEAH Action Plan, led by the PSEA Project Coordinator with support from the Chief of Mission of IOM Pakistan. The aim of the IOM Pakistan SEAH risk assessment is to identify risk and adequate mitigation measures based on gaps identified, informing resource allocation and prioritization at the mission level.
The consultant is expected to use existing IOM SEAH risk assessment tools, primarily the IARA toolkit to compile and analyse existing secondary data sources (e.g. HRP, GBV Risk Audits, Protection Needs Assessments) and plan and collect primary data at the community, IOM staff and with other stakeholders as necessary, which may include focus group discussions (FGDs), Key Informant Interviews (KIIs), and small-scale surveys. A concluding risk register report and validation workshop, analysing the compiled data, and recommendations will be required.
The consultant must work closely with the PSEAH Unit in country, and across other departments and units at IOM Pakistan as needed to support the implementation of the data collection strategy and to ensure quality assurance. PSEAH staff will be available to support the process and M&E staff in the field will be made available as necessary to support the consultant on primary data collection.
Organizational Department / Unit to which the Consultant is contributing:
The consultant will be working with the PSEAH Unit based in Islamabad, Pakistan, and may need to travel (as required) for data collection and training of data collection staff.
Tangible and measurable outputs of the work assignment:
First deliverable: First deliverable – A review and presentation of the IOM IARA toolkit and methodology/ data collection plan will be delivered to the IOM Pakistan PSEAH Risk Assessment Working Group.
Second deliverable: Draft secondary data review. Identify and compile secondary data sources and draft the secondary data review.
Third deliverable: Training report from training the field-based data collectors / enumerators using adapted and translated primary data collection tools e.g. Kobo.
Fourth deliverable: Draft summary reports from primary data systematization and analysis of FGDs and KIIs of: up to 20 (or as agreed) FGDs/KIIs with community members receiving assistance from IOM, up to 20 (or as agreed) FGDs/KIIs with staff across IOM, including frontline staff, Protection colleagues, PSEAH focal points, HR, program managers.
Fifth deliverable: draft SEAH risk register and IARA methodology tool on key findings and analysis of SEAH Risks based on primary and secondary data is sent to the PSEA project Coordinator.
Final deliverable : Validation workshop and finalization of the risk register with the IOM Pakistan PSEAH Risk Assessment Working Group.

Travel required:
The consultant is expected to work remotely and be available to join meetings and workshops in person in Islamabad. Travel may be required to different provinces as needed, to give training and/or monitor data collection.
